Definition and concepts of municipal wastes statistics are fixed by the Waste Framework Directive (Directive 2008/98/EG). In 2018 a new directive, Directive (EU) 2018/851, came in place, amending Directive 2008/98. Therefore between 2019 and 2022 several countries adapted their data collection system to the new definition. In some cases this lead to a break in series, please see comments below.

reporting country

Norway

From 2020, Norway has included the municipal waste from other origin than services and households. This did not lead to an immediate increase of the amount of waste generated, as the amounts of the service sector decreased by 30% due to the closures in the pandemic.

Sweden

Break in time series 2020 due to new directive.
